is the area not prone to flooding? What time could we visit the house where there is the caretaker?

No flood in the subdivision. I was there during the heavy rains and I did not experience a flood like in Quezon city or Manila. Since they have a good political system in comparison to any city in Metro Manila. You can barely see places that experiencing heavy flood. :)
